Curse has updated their Confirmed Patch 2.3.0 Changes page.

General

  • Quest reward experience will be increased for quests ranging from level 30 to 60. The increase becomes more substantial the closer you get to 60.
  • Experience required per-level 20-60 will be decreased by approximately 15% for each level.
  • New goblin town added to Dustwallow Marsh called Mudsprocket.
  • 60 new quests added to Dustwallow Marsh for the level 30-40 range.
  • All boss-dropped items in instances on Kalimdor and Eastern Kingdoms have been upgraded to rare quality(Blue). Source.
  • All instances on Kalimdor and Eastern Kingdoms have been rebalanced to be similar to Burning Crusade design, with a much smaller level range across the instance.
  • Spell effects labeled “Increases Healing by x” will now increase spell damage by around 33% of that value as well.
    • The 33% spell damage bonus on +healing affects enchants, gems, and all the other items, however it doesn’t include temporary buffs, some BC leveling greens with “of the…” stats, and some Zul’Gurub items.
  • New PvP-oriented trinkets have been added. These items are vendor-bought with Badges of Justice.
    • All versions of the trinket have a click effect to gain 1750 max health (kind of like the old lifegiving gem effect), along with a passive effect (your choice of 47 spell damage, 40 spell crit rating, 80 attack power, 40 melee crit rating, or 88 healing).
  • Escape Artist cooldown increased to 1 minute 45 seconds.
  • All Disarm Immunity effects changed to 50% reduction in Disarm duration. This effect does not stack.
  • Auction’s duration have been changed to 12, 24 or 48 hours. Also deposit prices for all duration will be the same.
  • You will now be able to ctrl-click a recipe to preview the item the recipe will create in the dressing room.
  • All items of the auction house will be sorted server side, basically it means that when you’ll try to sort a particular item by price, it will sort it through all page, not only the current one.
  • New Honor Badge rewards will be introduced.
  • Guild Banks will be introduced.
  • A new title, “Champion of the Naaru,” will be added for players who complete the quest chain involving the old Tempest Keep Raid attunement. This title will be obtainable at a maximum of level 70.
  • New relics will be added to Heroic badge and Arena vendors that offer bonuses for all talent builds.

Zul’Aman

  • Zul’Aman, a 10-person raid instance located in Ghostlands will be introduced.
    • Zul’Aman will have 6 bosses, killable in one night with the goal being a 2-3 hour clear time.
    • There will be a “Stratholme Baron-style” timed quest players can participate in for greater rewards.
    • Difficulty starts out at Prince/Nightbane from Karazhan and ramps up from there.
  • Zul’Aman and Karazhan boss encounters will drop Honor badges.

Reputations

  • You can buy now buy Super Mana and Health Potions from Ogri’la quartermaster. They’re usable everywhere and costs 50 Apexis Shard.
  • A new Hippogryph flying mount will be made available through Cenarion Expedition reputation. The Hippogryph will require Exalted and 2000 gold.

PvP

General

  • Disarm effects are now subject to diminishing returns.

Arenas

  • All items in the gladiator season 1, 2 and 3 sets will be part of the same set, meaning that a Season 1 helm can be worn with Season 2 shoulders, chest and legs to achieve the 4 piece bonus.
    • Many Arena set bonuses have been changed as part of this.

Season 3

  • Season 3 weapons will be receiving new art rather than recycling the Season 1 art again. It will be retextured raid weapons (expect Black Temple/Hyjal).
  • The same titles of Challenger, Rival, and Gladiator will be given to players when season 2 completes. The players with titles from season 1 will have them removed and the titles will be redistributed to the people who win them at the completion of season 2.
  • The Armored Netherdrake reward for Season 2 will have a different color than the one from Season 1.
  • A new Arena wand has been added with +Healing.
  • There is now a Hunter-only axe for Season 3 which costs 1000 Arena points and has no rating requirement.
    • Vengeful Gladiator’s Waraxe: 62 Stamina, 46 Crit Rating, 33 Resilience, 15 Hit Rating, 92 Attack Power, 98 Armor Penetration.
  • A new “Personal Rating System” will be added to prevent “selling” Arena teams. This rating will also be required to purchase Season 3 weapons and shoulders.
    • You’ll also be able to track this rating through the PvP interface. The personal rating will be used for purchasing items that require a specific rating, and also be used to determine eligibility for the end of season rewards. So, a player will have to achieve a specific rating, and not just get into a team to see the rewards that are meant to visually distinguish the high-rated players.
    • Weapons will cost 1850 personal rating.
    • Shoulders will cost 2000 personal rating.

Battlegrounds

  • Cloaks will be part of the new Honor rewards for Season 3, including a healing cloak.
    • Melee cloak: 34 Stamina, 20 Crit Rating, 20 Resilience, 46 Attack Power, 112 Armor Penetration.
    • Caster cloak: 34 Stamina, 15 Intellect, 16 Spell Crit Rating, 23 Resilience, 27 Damage and Healing.
    • Healing cloak: 34 Stamina, 15 Intellect, 6 mana per 5 sec, 23 Resilience, 51 Healing and 17 Damage.
  • Daily quests will be added for Battlegrounds. The quests are random each day and will reward gold, experience and honor.
  • New battleground rewards will be added for the boots, belt, and bracer slot.
  • Arena-like buff periods will be introduced into Battlegrounds before the game starts and just after being resurrected.

Alterac Valley

  • Each team will have a starting reinforcement count. Reinforcements can be lost in significant amounts if a tower is destroyed or if Captain Galvangar or Belinda Stonehearth is killed. For each team member death, an additional reinforcement will be lost. On the death of General Drek’Thar or Vanndar Stormpike, all reinforcements are lost and the team is defeated. At any point in time, if a team is reduced to zero reinforcements, the opposing team will win the battle. Defending your own teammates, towers, and key NPCs will be an important aspect of maintaining team resources and achieving victory in Alterac Valley.
  • Warlords and their general will be more closely linked in the next patch. Pulling one is a guarantee the other will come as well. Each team begins with four Warmasters. Destroying a tower will eliminate the associated Warmaster. Unlike the current game play, however, destroying the enemy tower will not add a Warmaster to your own side.
  • We will be changing the pace of the battle slightly with a reduction in the time needed to control a tower or graveyard. Where it currently takes five minutes to gain control, the time will be reduced to four minutes. The honor for capturing a tower will also be increased.
  • Currently, players can sometimes be sent to their starting tunnels far from the battlefront. This can often be an inconvenient location to respawn and more out of the way from the action than we would like, to correct this, players will instead respawn at a team-controlled graveyard. Should the team not have a graveyard under their control, they will respawn in the starting tunnel.
  • Players will only be awarded bonus honor during the battle for destroying enemy towers and slaying the enemy Captain. Once the battle is concluded, bonus honor will be awarded for intact towers, a surviving Captain, and for victory in battle. The bonus honor awarded should be similar to previous totals, but will reward players for taking more active roles in Alterac Valley toward defending or attacking key locations and NPCs.
  • We have reduced the number of elite NPCs in Stormpike and Frostwolf holds as well as sent all Commanders and Lieutenants out of Alterac Valley.

Druid

  • A Feral-focused set will be available through the Arena system for Season 3. This set will have no +Healing, and will instead focus on Feral attributes.
  • Items that grant attack power in Cat, Bear, Dire Bear, and Moonkin forms will get a boost in the amount of attack power they give.
  • Heart of the Wild changed: Now increases Attack Power by 10% while in Cat Form instead of Strength. Source
  • Tranquility will receive additional benefit from spell damage and healing.
  • Cure Poison and Abolish Poison can be cast in Tree of Life form.
  • Remove Curse can be cast in Moonkin form.
  • Intensity will be improved to 10%/20%/30% respectively.
  • Rebirth’s cooldown is being decreased from 30 minutes to 20.

Hunter

  • Trueshot Aura (Marksmanship) no longer costs mana to cast and will last until cancelled.
  • 20 and 24 slot ammo pouches and quivers will be added.
  • Serpent Sting, Immolation Trap and Explosive Trap gain additional damage based on ranged attack power.
  • Wyvern Sting will be instant cast.
  • Arcane Shot(ranks 6+) will dispel 1 magic effect in addition to the normal damage.

Mage

  • New Spell: Ritual of Refreshment. Creates an object that dispenses stacks of Manabiscuits, which restore 7500 health and 7200 mana over 30 seconds.
  • Detect Magic removed. All players may now see their target’s beneficial effects at all times
  • Frost Ward and Fire Ward now gain additional benefit from +spell damage
  • Frost Ward and Fire Ward ranks 5 and 6 have had their base absorb lowered to compensate
  • Arcane Meditation will be increased to 10/20/30%.
  • Ice Barrier will receive additional benefit from +spell and +frost damage.
  • Ice Barrier Ranks 5 and 6 base absorb reduced to compensate.
  • Evocation will be changed to restore 15% mana every 2 seconds for 8 seconds.
  • The penalty which reduces spell damage coefficient when having the talents “Improved Fireball” or “Improved Frostbolt” will be removed.

Paladin

  • Vindication (Retribution) frequency and duration increased and now reduces all attributes by 5/10/15%, not just Strength and Agility.
  • Pursuit of Justice (Retribution) is now 3 ranks and increases movement speed by 5/10/15% and also reduces the chance you’ll be hit by spells by 1/2/3%.
  • Seal of the Crusader now has the benefits of “Improved Seal of the Crusader” innately.
  • Improved Seal of the Crusader redesigned: Now increased critical strike chance against target by 3% for all players attacking target.
  • Sanctified Crusader replaced with Sanctified Seals: Increases critical strike chance with melee and spells by 1/2/3% and reduces the chance Seals can be dispelled by 33/66/100%.
  • Reduced mana cost on Exorcism, Holy Wrath and Hammer of Wrath.
  • Vengeance will now last 30 seconds.
  • Crusader Strike cooldown reduced to 6 seconds.

Priest

  • Elune’s Grace redesigned: Reduces chance to be hit by melee and ranged attacks by 20% for 15 seconds. There is now only one rank of the spell available.
  • Mana cost reduced on Power Word: Fortitude, Divine Spirit, Prayer of Fortitude and Prayer of Spirit.
  • Fear Ward will be granted to all priests at level 20; cooldown increased to 3 minutes, duration reduced to 3 minutes.
  • To give the dwarves and draenei something else to even it out, they’ll see a new ability called Chastise (also given at level 20) which will cause holy damage and incapacitate the target for 2 seconds.
  • Meditation increased to 10/20/30% respectively.
  • Pain Suppression redesigned: Now castable on other friendly targets; Reduces target’s threat by 5% and the damage they take by 40%. Cooldown reduced to 2 minutes.
  • Power Word: Shield: Receives additional benefit from spell damage and healing. Base absorb values for ranks 10, 11 and 12 reduced to compensate.
  • Prayer of Healing, Circle of Healing and Holy Nova (healing effect) receive additional benefit from damage and healing bonuses. Circle of Healing base heal value reduced to compensate.

Rogue

  • Poisons now enchant weapons for 1 hour
  • Blind changed: No longer requires a reagent; shares diminishing returns with Cyclone; now considered a physical ranged attack; no longer considered a Poison effect.
  • Deadly Throw will travel to target faster and duration increased by 1 second.
  • Ruthlessness: Deadly Throw will no longer trigger this talent. Only melee finishers will now trigger it.
  • Shadowstep can now be used outside of stealth and reduces the threat of the next Ambush, Backstab or Garrote by 50%. Cooldown increased to 40 seconds.
  • Dirty Deeds now also increases damage of special attacks by 10/20% against targets below 35% health.
  • Fleet Footed now increases movement speed by 15%, up from 8%.
  • Healing reduction effects will now affect drain spells and abilities such as drain life.

Shaman

  • Tidefury Raiment now grants additional mana to Water Shield
  • Totem of the Thunderhead now grants additional mana to Water Shield
  • 2-handed Axe and Mace talent moved to a core ability; both skills trainable by all Shaman.
    • New Talent - Shamanistic Focus: After landing a melee critical strike, you enter a focused state. The focused state reduces the mana cost of your next Shock spell by 60%
  • Shamanistic Rage reduces all damage taken by 30% for the effect’s duration (30 seconds) in addition to the current effect.
  • Spirit Weapons threat reduction increased to 30% from 15%.
  • Elemental Focus added in place of 2-handed talent; After landing a melee critical strike, the mana cost of your next shock spell is reduced by 60%.
  • Frost Shock no longer subject to diminishing returns.
  • Lightning Overload now has a 4/8/12/16/20% chance to proc
  • Lightning Overload damage has been decreased by 50% (UPDATED)
  • Lightning Overload now causes 0 threat (UPDATED)
  • Mana Spring Totem now restores mana at a rate of 20 mana every 2 seconds
  • Water Shield now costs 0 mana to cast, and the mana per globe has been substantially increased
  • Water Shield’s duration has been reduced to 1 minute, and grants mana for each globe left upon ending
  • Elemental Focus will now reduce the mana cost of your next two damage spells by 40%
  • Lightning Bolt casting time reduced to 2.5 seconds, and mana cost decreased
  • Chain Lightning casting time reduced to 2 seconds, and mana cost decreased
  • Lightning Mastery reduced to .1/.2/.3/.4/.5 seconds
  • Mental Quickness adds 10/20/30% to +Dmg and +Healing based on your total Attack Power, in addition to it’s current effects

Warlock

  • Banish may no longer be cast on targets tapped by other players
  • Healing Reduction effects now affect all Drain spells and abilities (i.e. Mortal Strike will affect Drain Life)
  • Ritual of Souls cast time will be reduced.

Warrior

  • Improved Berserker Stance now provides 2/4/6/8/10% threat reduction while in Berserker Stance.
  • Weapon Mastery changed to reduce the duration of Disarm effects by 25/50%.
  • Mace Specialization: Stun chance reduced, especially for 2-handed weapons, but will provide 7 rage instead of 6.
  • Healing reduction effects will now affect drain spells and abilities such as drain life.
  • Tactical Mastery: Now greatly increases threat generated by Mortal Strike and Bloodthirst while in Defensive Stance, in addition to current effect.
  • Devastate will also apply the Sunder Armor effect in addition to its current effects.

Cooking

  • New Daily Quests added.
  • New recipes added for fish found near Karazhan and Zul’Aman.

Enchanting

  • Duration of Wizard and Mana oils has been increased

Engineering

  • New Recipe - New Field Repair Bot: Dropped by Gan’arg Analyzers in Blade’s Edge Mountains.
    • This repair bot will not only repair, but it will also sell reagents, level 65 arrows and bullets, poison reagents, vials, up to 2 super mana/healing potions and some scrolls.
  • Regular and epic flying mounts added for Engineers. Neither version will require a Nether Vortex.

Fishing

  • Fish Tracking may be learned from a journal, fished from crates.
  • New fish added near Karazhan and Zul’Aman.

Jewelcrafting

  • A new meta gem will be added to the game, with similar stats to Relentless Earthstorm Diamond for casters.

User Interface

  • Mailboxes can now hold up to 12 items per piece of mail.
  • Auction House scanning has received its own API, allowing auction house scans every 15 minutes.

The latest patch serves as a hot fix for newly (and some previously) introduced bugs in 2.2.2

Bug Fixes

  • Clients utilizing OpenGL video modes will no longer experience graphical anomalies and missing textures after minimizing/maximizing the window.
  • Fixed an issue that caused Fel Eye Stalks during the Legion Ring event to not despawn when the event is completed.
  • Fixed an issue where zoning after mounting and summoning a pet was disconnecting players.
  • Fixed an issue where the Shift key would get stuck in game.
  • Using a /equip macro while affected by certain crowd control spells will no longer cause the items in the macro to be stuck in your inventory.
  • Using very low values for SetScale() will no longer cause Mac users to disconnect from the game.
  • Default sound channels have been changed from 12 to 32.
  • Microphone resources will no longer be claimed by World of Warcraft when Voice Chat is disabled.
  • Sounds will no longer stutter and pause if large amounts of creatures are being hit with AoE attacks from multiple sources.
  • Sounds caused by spells cast on or by the player will now play more consistently.
