Posting solutions (working or speculated ones) for Street Fighter 4 on the comment box would be more than welcome. List will be updated as new problems and solutions become known.
The first thing you have to check of course, is if you’re system meets the minimun requirements to run this game.

Sound: DirectSound compatible, DirectX 9.0c (or higher) compatible
Input Devices: Mouse, Keyboard

Problem 1:My game won’t start at all!!
Answer: Good chance that it’s a compatibility issue with your video card, run a benchmark test on it first to see if it’ll be up to snuff.
Problem 2.1: I want to play two player versus mode but only have a keyboard for an input device, is there any way I can reconfigure the keyboard mapping so that two players can play?
Answer: No, sadly CAPCOM didn’t implement a system so that two players can play on one keyboard. And even if they did, they keystroke limit on keyboards (4 AFAIK) would be a huge hindrance to players. They simply won’t be able to play properly.
Problem 2.2: But I have X-arcade, Slikstik, and custom I-PAC and other keyboard programmable units!
Answer: No.
Problem 3.1: any time a match tries to load, it just hangs my computer. If I’m running full screen i get a rainbow of colored squares across my monitor, and have to break out and end the task.
Answer: Be sure to update your drivers to the latest.
Problem 3.2: Same with 3.1 but running on Dual monitors and Video cards on SLI.
Answer: The game wasn’t designed for dual monitors, turning off SLI would fix this particular problem.
Problem 4: Pre-ordered/Bought the game on Steam, and it won’t launch! says files are still encrypted.
Answer: Users have reported that restarting Steam would fix this. The files would start decrypting after you restart, you we’re just too excited!
Problem 5: My controller doesn’t work!
Answer: look and download the latest drivers for that controller, There is also a chance that the controller is not supported, at all.
Problem 6: I can’t use the windows live account to get the achievements/Online mode!
Answer: Is your copy legit? Did you buy it from a trusted retailer? If now, it’s probably a pirated download. Sadly, you can’t use online features on the bootleg copy.
Problem 7: On DRM, what sort of DRM do they use? is there an activation limit?
Answer: Nope, there are no limits to how many times you activate the game. Although you still need the game disk itself to be able to play the game and a Microsoft live account to play online.
Bonus Question: I hate the commentator guy! is there any way to mute him?
Answer: There has been no way to mute him without muting the other sound effects as well.
Bonus Question: Will you provide a torrent link for the ‘free’ version?
Answer: No, not that hard to do a google search though.
